In another sign of trouble at HTC, the Taiwan-based mobile device maker began downsizing its U.S. operations on Friday, eliminating an undisclosed number of staff.

The move is meant to “streamline and optimize” the company’s U.S. organization “after several years of aggressive growth,” HTC said in a Monday email. A company spokeswoman declined to specify how many employees would be affected.

“However, to achieve our long-term goals as a business and return maximum value to our shareholders, this is a necessary step to drive ongoing innovation,” the company said.

HTC has been facing a difficult year on weak earnings that have sent its stock price tumbling. In the second quarter, its net profit plummeted 83 percent year-over-year, despite strong reviews for its flagship smartphone, the HTC One.

The weak financials are major change from only a couple years ago when HTC was riding high selling Android smartphones in the U.S. But starting in late 2011, the company’s net profit has sagged on increased competition from Samsung and Apple.

To recover, HTC has focused on building up its “One” smartphone brand. In addition, the company has expanded its China presence, and in August launched a new marketing campaign that’s enlisted Hollywood actor Robert Downey Jr.

While the company has largely focused selling high-end handsets, in July HTC said it was planning on selling more mid-tier and entry level phones to regain market share. The new phones will launch at end of the third quarter or early fourth quarter.

But the company’s troubles go beyond issues with smartphone sales and marketing. In September, Taiwanese authorities arrested three HTC employees for allegedly stealing company secrets. One of the employees arrested was Thomas Chien, HTC’s vice president of product design.

HTC has declined to offer further details on the case.

Hiring of technology professionals has been increasing since the first half of this year, with new IT hires accounting for about 10% of all the job growth in the U.S. in June, according to two independent assessments.

Total tech employment reached 4.47 million in June, an increase of 22,600 jobs from the prior month, or a .51% gain, according to TechServe Alliance, an IT services industry group which tracks employment data month-to-month. The total excludes tech manufacturing employment.

Similarly, Foote Partners, which researches IT employment trends, reported a gain of 18,200 new tech jobs last month.

These gains are coming at the same time that some tech employers are cutting jobs.

IBM has cut more than 3,000 workers over the past few weeks, struggling Hewlett-Packard is still eliminating jobs, and Symantec is seeing layoffs as well.

The U.S. economy added 195,000 jobs overall in June, according to the Labor Dept.

Foote said that IT employment in the first half of this year is averaging 13,500 new jobs per month.

“While the pace of job creation in the national labor force appears stuck at 7.6% unemployment and new jobs are heavily in part-time positions and low wage full-time segments, IT jobs have been on a sustained growth upswing and wages are holding steady if not growing slightly,” said David Foote, chief analyst, in a statement.

Reports on IT employment figures from analyst can differ widely depending on what U.S. labor department categories are use in the calculations.

Another firm that analyzes the labor market, Janco Associates, reported a gain of 9,900 jobs in June based on the categories it tracks.

Despite the increase in hiring, IT salaries remain flat, said Janco.

“Based on our interviews with over 96 CIOs in the last 30 days, we concluded that CIOs are not in a great hurry to hire new staff except to meet short term needs until they see a clear trend as to what is happening with the economy,” said Janco CEO Victor Janulaitis in a statement.

Janulaitis said that “67% of the CIOs we interviewed do not see any real push to expand staffing over the next 12 months.”

LinkedIn has re-tooled its search engine with changes designed to make it easier for members to find information on the business networking site, whose volume of content has increased and grown more diverse in recent years.

Launched in 2003, LinkedIn initially focused on giving professionals a place to feature their resumes and career bios, as well as connect with peers and colleagues, but the site has progressively become more interactive and houses a much larger repository of data beyond individual profiles.

For example, almost 3 million companies have set up corporate pages, more than 1.5 million groups have been created, the site features a jobs section, and individuals and publishers are able to post and share comments and links to articles.

So it’s not surprising for LinkedIn to focus on improving its search engine, which fielded 5.7 billion queries last year.

LinkedIn members have until now had to run separate queries for groups, companies, jobs and other professionals, but that’s changing with the upgraded search engine.

“Now, all you need to do is type what you’re looking for into the search box and you’ll see a comprehensive page of results that pulls content from all across LinkedIn including people, jobs, groups and companies,” Johnathan Podemsky, a LinkedIn product manager, wrote in a blog post on Monday.

Users can still segment results, so as to see only job results, for example.

The LinkedIn search engine is also gaining auto-complete and suggested-searches functionalities to help people fine-tune query terms. In addition, the search engine will log members’ search queries and “learn” from them in order to deliver more relevant results.

It will also be possible for users to save search queries and be alerted about new or changed search results. The advanced search option has also gained more search filters, including location, company and school.

However, the search engine still doesn’t include content from the company’s SlideShare site, which about 60 million monthly visitors use to upload, share, rate and comment on primarily slide presentations, but also documents, videos and webinars.

Also, the search improvements are being applied to the main site, not to the mobile apps, although doing so is something the company is looking into, according to a spokeswoman.

LinkedIn started to roll out the new search features on Monday, and expects to finish delivering them to every member worldwide in the coming weeks.

As of the end of 2012, LinkedIn had topped 200 million registered members located in more than 200 countries.

Cisco reportedly has hired Barclays to find a buyer for its Linksys business.

Cisco bought Linksys back in 2003 to get into the consumer networking business and the firm has put out some good products, most notably the WRT54G wireless router that was a favourite with technology savvy punters. Now Cisco is looking to offload Linksys as it continues to pull back from the consumer networking market.

Cisco has been cutting jobs and products such as the Flip video camera, as it wants to get back to the high margin enterprise networking business. Back in 2003, Cisco paid $500m for Linksys and got access to an established business that focused on producing consumer network equipment.

A decade later, it is being reported that Cisco will be lucky to get its $500m back. Cisco has been pulling out of its failed attempt to get into the consumer market and is now focusing on flogging both network infrastructure hardware and servers, though it is widely expected to be hit hard as software defined networks become more popular.

Unlike Cisco’s core enterprise business, Linksys products typically have low margins, and with its parent firm’s slowing sales growth, it is not surprising Cisco wants to offload it. Bloomberg’s sources said Cisco might find interest in buying Linksys from television makers, though they wouldn’t provide any more details.

Huawei has replied to US rival Cisco after the networking firm made allegations about the Chinese company relating to a lawsuit between the two firms.

The case dates back to 2003 and relates to the alleged theft of source code by Huawei from Cisco for use in its networking products. The case was settled confidentially out of court.

Cisco complained about what it saw as a willful distortion of the facts of the case after Huawei’s chief representative in the US, Charles Ding, claimed the outcome was that Cisco stood down over its allegations.

In response, Cisco released excerpts from a report by an independent analyst that was used to form the basis of a settlement, which Cisco said proved Huawei had used its source code in its products.

However, in a statement sent to The INQUIRER, Huawei said it was “disappointed with the continued rhetoric from Cisco” and claimed there was no basis to its argument.

“With respect to the lawsuit which took place about 10 years ago, the fact is the court dismissed the case, upon a joint stipulation of the parties, after the neutral expert’s review. This shows Cisco’s present allegations have no merit,” it said.

Furthermore, the firm also said it didn’t believe Cisco had the right to report elements of the review.

“We don’t think Ding violated the agreement between Cisco and Huawei, which had a negotiated confidentiality provision in it,” it said. “Cisco’s general counsel’s selective and misleading cropping of a confidential report from the Neutral Expert may have violated that provision.”

Huawei added that it would consider releasing more information on the case, though, in an effort to paint a more complete picture of the case.

“However, since Cisco has put selected snippets into the public domain, the truth may require that more than carefully selected quotes be put in the public record. Huawei is exploring the best way to accomplish that goal,” it said.

Lenovo hopes that computers made in its first U.S. manufacturing plant will draw more consumers, while also making the delivery of ThinkPad laptops and tablets faster to U.S. customers.

The company, which is based in China, earlier this month announced it would open a factory to make computers in Whitsett, N.C. — its first such facility in the U.S. Lenovo said the factory would create about 115 manufacturing jobs. A spokesman later added that the company may expand the facility in the future, which could create more jobs.

Manufacturing in the U.S. will help Lenovo get its products to customers more quickly, said Peter Hortensius, senior vice president of the product group at Lenovo, in an interview at a company event in New York on Tuesday evening.

The company will manufacture ThinkPad laptops and tablets starting early next year, and with the new factory, Lenovo hopes computers could reach customers within a week, or in some cases, overnight. But initial supplies of products like the ThinkPad Tablet 2, which will become available in October, will not be made in the U.S. factory.

Many Lenovo computer shipments originate from China and are supposed to reach customers in 10 days, but in some cases take weeks. The company also has factories in Japan, Brazil, Germany and Mexico.

The “Made in USA” tag on computers manufactured in North Carolina will resonate with some buyers, Hortensius said. Lenovo’s main U.S. operations are in that state, and the company also has a distribution center there.

Technology licensing firm Rambus Inc said it has reorganized its businesses into three divisions and will slash its workforce by 15 percent as part of its efforts to cut costs.

The company, which has posted a loss for the last three consecutive quarters, appointed a new Chief Executive in June.

Rambus expects to save between $30 million and $35 million in cash annually, most of it from cuts in its general and administrative expenses.

The Sunnyvale, California-based company said the reductions in expense and related workforce will begin in the coming weeks and are expected to be completed during the fourth quarter.

It will take a related charge of $6 million over the next two quarters.

As of December 2011, the company had 456 employees.

Rambus said it now operates three business units — Memory and Interfaces, Cryptography Research Inc and Lighting and Display Technologies. It also named Martin Scott as the new role of chief technology officer.

Network equipment maker Cisco Systems said on Monday that it plans to eliminate about 1,300 jobs as part of ongoing efforts to restructure the company.

“We are performing a focused set of limited restructurings that will collectively impact approximately 2 percent of our global employee population,” the company said in an emailed statement.

These actions are part of a continuous process to simplify the company and assess the economic environment in certain parts of the world, it said.

Cisco had 65,223 employees at the end of its fiscal third quarter, according to its website.

Cisco last year started a plan to cut expenses by $1 billion in an effort to make the company leaner and more efficient.

IBM this year won’t be granting any pay raises to its executives or to many of its workers in its Global Technology Services division.

The company said it is only giving pay raises to workers with high-demand skills that the company needs.

IBM customarily issues pay raises during the mid-year period.

“There are targeted skill groups of employees that are eligible for salary increases in 2012,” said Trink Guarino, an IBM spokeswoman. “No executives will be eligible for salary increases.”

Business Insider Tuesday published an internal IBM memo announcing the action that was sent to employees from Global Technology Services executives.

One IBM employee, who didn’t want to be identified, said he believes the lack of pay raises “is part of IBM’s hyper-aggressive plan to meet its 2015 roadmap.”

That IBM roadmap lays out an aggressive growth strategy, which calls for increasing the company’s earnings per share by $20 by 2015.

The employee noted that the company has been spending billions in stock buybacks, but says it can’t afford pay increases.

Rather than reaching profit goals “the old-fashioned way by increasing market share, developing and selling new products,” the company is “maniacally focused on cutting labor costs and off-shoring work to low-cost countries,” the employee said.

The practice of employers requesting job applicants to provide their account login information for Facebook and other social media sites will soon be a think of the past, as Maryland is poised to be among the first states to ban the practice. The state’s General Assembly has passed the bill, which now awaits the signature of Gov. Martin O’Malley, reports The Baltimore Sun.

O’Malley is expected to sign the bill into law, reports The Gazette.

Melissa Goemann, who directs the American Civil Liberties Union’s legislative efforts in Maryland, tells the Sun, “this is a really positive development, because the technology for social media is expanding every year, and we think this sets a really good precedent for limiting how much your privacy can be exposed when you use these mediums.”

Goemann says the ACLU took up the case of Maryland Corrections Officer Robert Collins, who had been asked to give his Facebook login and password to Corrections officials during a recertification interview.

As news spread of similar cases, legislators at the state and federal level vowed to take action and ban the practice, on the grounds that it is an unreasonable invasion of a job-seeker’s privacy. Sens. Chuck Schumer and Richard Blumenthal say they asked the U.S. Justice Department to investigate whether the practice is illegal.
