This wild rumor is not completely without merit, as Qualcomm did acquire a piece of AMD, or AMD’s handheld graphics business to be precise, and it would not be too surprising to see Qualcomm after the whole company sometime in the future.

Samsung on the other hand is not an entirely impossible choice, but at this point it won’t be acquiring AMD either.

It looks like market players want to see the acceptance of Windows RT that will finally prove how important ARM processors really are and knowing AMD, the worst is behind them, as 2012 was the year of many chances, cancelation and anything but good execution for them.

Meanwhile Qualcomm is doing great in the ARM market, although its Snapdragon S4 line suffers from insufficient 28nm production, but due to its on-chip LTE implementation the chips are sought after, especially in the United States market.

A new audit of the Internal Revenue Service (IRS) has discovered that the agency paid refunds to criminals who filed fraudalent tax returns, in some cases on behalf of people who had died, according to the Treasury Inspector General for Tax Administration (TIGTA), which is part of the U.S. Treasury.

The IRS stands to lose as much as US$21 billion in revenue over the next five years due to identity theft, according to TIGTA’s audit, dated July 19 but publicized on Thursday.

TIGTA noted that the IRS did not agree with the $21 billion figure, but wrote that the figure does include estimated savings from new fraud control filters. Without new controls, TIGTA estimated losses of $26 billion.

Part of problem is that the IRS is not gathering enough data about fraud trends, such as how a return was filed, income information from W-2 forms, the amount of refunds and where those refunds were sent, TIGTA said.

“We found that $8.1 million in potentially fraudulent tax refunds involved tax returns filed from one of five addresses,” the audit said.

The IRS said it detected 938,664 fake tax returns during the 2011 processing year, which would have cost $6.5 billion. While TIGTA said the figure was “substantial,” it believes the IRS doesn’t know how many identity thieves are filing bogus returns and how much money is lost.

The IRS has implemented new fraud detection measures, but TIGTA found that institutional procedures were undermining those efforts. For example, taxpayers can begin filing returns in mid-January, but third parties that have information linked to those tax returns do not have to file until March 31.

The IRS is contacting some taxpayers to verify their identity. That simple measure stopped the issuance of $1.3 billion in potentially fraudulent tax returns as of April 19, TIGTA said.

Huawei Technologies said on Thursday it was investigating claims that its routers contained critical vulnerabilities, after security researchers disclosed alleged problems last.

“We are aware of the media reports on security vulnerabilities in some small Huawei routers and are verifying these claims,” Huawei said in an email. The company added it uses “rigorous security strategies and policies” to protect the networks of its customers, while following industry standards and best practices concerning security.

“Huawei has established a robust response system to address product security gaps and vulnerabilities,” the company said. The company is also calling on industry to promptly report all product security risks so that the problems can be addressed and fixed, it said in its email.

The alleged security vulnerabilities were disclosed at the Defcon hackers conference this past Sunday by two security researchers. The vulnerabilities were found in the firmware of Huawei AR18 and AR29 series routers, which once exploited through the flaws, could be taken over via the Internet.

One of the researchers, Felix Lindner the head of security firm Recurity Labs, described the security of the Huawei devices he analyzed as “the worst ever”, and said there were bound to be more security flaws with the products.

Panasonic said on Monday it has created a new system for artificial photosynthesis that can remove carbon dioxide from the air almost as well as plants do, as part of the company’s entry into an industry-wide trend toward greener tech.

The company said its system uses nitride semiconductors, which are widely used in LEDs (light-emitting diodes) to convert light to energy, and a metal catalyst to convert carbon dioxide and water to formic acid, which is widely used in dyes, leather production and as a preservative.

Carbon dioxide is a major pollutant and considered to be a main cause of the “greenhouse effect,” which most climate scientists believe causes global warming.

Panasonic has struggled with its traditional electronics business and has made eco-friendly products and practices the key element in its turnaround plan. The company is hoping to leverage its large rechargeable battery and solar businesses, while joining the industry in embracing technologies that are friendlier to the environment. The issue is an important one with customers, as demonstrated by the the outcry earlier this month when Apple was forced to rejoin a green standards program when clients complained about its earlier withdrawal.

Panasonic said the system can convert carbon dioxide and water to formic acid with an efficiency of 0.2 percent in laboratory conditions, which is similar to the conversion rate for green plants. The efficiency refers to the portion of the incoming light energy stored in materials produced during the process.

Gartner is warning that worldwide wafer fab equipment spending is on pace to total $33 billion in 2012 which is a decline of 8.9 percent from 2011.

Gartner analysts warned that this is a sign of an industry in downturn and said the market will return to growth in 2013 with WFE spending projected to surpass $35.4 billion, a 7.4 percent increase from 2012. Bob Johnson, research vice president at Gartner said 2012 spending was strong at the beginning of the year, as foundries and other logic manufacturers ramped up sub-30-nm production.

Dell Buys Quest Software

Dell is set to buy Quest software for $2.5 billion. The move trumps the bid by Insight Venture Partners and was done on the quiet.

The No. 2 U.S. personal computer maker kept its name out of the limelight when Quest disclosed on Thursday that it had received an offer from a “strategic bidder” of $25.50 per share. Quest’s shares rose more than 9 percent to finish at $26.06 on Thursday.

Dell has been actively buying companies to expand its offerings to business and diversify away from personal computers. It told investors its focus on the hardware and software needs of corporate customers was gaining momentum. Quest could help Dell’s businesses in data management and protection and Windows server management.

The U.S., once again, is home to the world’s most powerful supercomputer after being kicked off the list by China two years ago and then again by Japan last year.

The top computer, an IBM system at the Department of Energy’s Lawrence Livermore National Laboratory, is capable of 16.32 sustained petaflops, according to the Top 500 list, a global, twice a year ranking, released Monday.

This system, named Sequoia, has more than 1.57 million compute cores and relies on architecture and parallelism, and not Moore’s Law, to achieve its speeds.

“We’re at the point where the processors themselves aren’t really getting any faster,” said Michael Papka, Argonne National Laboratory deputy associate director for computing, environment and life sciences.

The Argonne lab installed a similar IBM system, which ranks third on the new Top 500 list. “Moore’s Law is generally slowing down and we’re doing it (getting faster speeds) by parallelism,” Papka said.

U.S. high performance computing technology dominates the world market. IBM systems claimed five of the top ten spots in the list, and 213 systems out the 500.

Hewlett-Packard is number two, with 141 systems on the list. Nearly 75% of the systems on this list run Intel processors, and 13% use AMD chips.

AMD, ARM, Imagination Technologies, Mediatek and Texas Instruments have signed up to create the Heterogeneous System Architecture Foundation (HSAF).

AMD has been pushing its vision for heterogeneous computing, where CPUs and GPUs can share system resources such as memory allowing developers to treat any processing core as a black box. Now the firm has managed to rope in ARM, Imagination Technologies, Mediatek and Texas Instruments to create the non-profit HSAF.

According to AMD, HSAF will try to define a hardware specification for developers to standardise upon, which should make development quicker and easier.

Phil Rogers, HSAF president and AMD corporate fellow said, “HSA [heterogeneous system architecture] moves the industry beyond the constraints of the legacy system architecture of the past 25-plus years that is now stifling software innovations. By aiming HSA squarely at the needs of the software developer, we have designed a common hardware platform for high performance, energy efficient solutions. HSA is unlocking a new realm of possibilities across PCs, smartphones, tablets and ultrathin notebooks, as well as the innovative supercomputers and cloud services that define the modern computing experience.”

AMD has scored something of a coup by getting big names such as ARM, Imagination and Texas Instruments to back its vision of a heterogeneous system architecture. Although the company has been struggling in outright performance terms against Intel, the idea of a combining CPU and GPU resources and making them appear as one to the application is something that will help it leverage its GPU compute capability against Intel.

Qualcomm said it believes TSMC’s 28nm supply issues will continue until year end.

Qualcomm, which relies solely on TSMC for its 28nm chips, said it believes the supply of chips will improve, but the firm expects its 28nm supply not to be back to normal until the end of 2012.

Previously Qualcomm had poured scorn on TSMC by telling investors it is looking at rival wafer fabs to avoid supply issues in the future. Qualcomm’s CEO Paul Jacobs told Reuters once again that the firm is looking to other foundries for extra capacity, adding, “The goal is to get enough supply for everyone.”

TSMC’s 28nm process node has been tapped by a number of big name customers including AMD, Nvidia and Qualcomm, with the chip fab unable to meet demand. Since Qualcomm made the rare public admission that it wasn’t happy with the state of TSMC’s 28nm chip supply, the smart money has been on Globalfoundries picking up the slack, however nothing specific has been announced by either firm.

Qualcomm’s Snapdragon S4 chips are proving to be quite a coup for the company. They are faster than anything the competition has to offer, more power efficient and some versions include integrated LTE. The only problem is that Qualcomm is having trouble meeting demand.

Qualcomm announced four new S4 chip series aimed at wildly different market segments, all based on the very successful Krait architecture.

Snapdragon S4 Prime chips will target smart TVs and similar applications. The first Prime part is the MPQ8054, a 1.5GHz quad-core with Adreno 320 graphics. Qualcomm promises “leading” audio/video capabilities and low power consumption, although we are not sure efficiency very important in TVs.

Meanwhile Snapdragon S4 Pro parts sound like all-rounders. They also feature Adreno 320 graphics and the S4 Pro tier includes the APQ8064 quad-core and MSM8960T, the Pro version of MSM8960. Pro parts are likely to end up in tablets, hybrids and other “ultra-thin and sleek” devices.

S4 Plus parts are geared towards the traditional mobile market, smartphones and tablets, ranging from the low-end to the high-end. Processors in the S4 Plus tier include MSM8960, APQ8060A, MSM8660A, MSM8260A, APQ8030, MSM8930, MSM8630, MSM8230, MSM8627 and MSM8227.
