The U.S. State Department questioned the Chinese government regarding an attack that had temporarily shut down the website Change.org after the site hosted a petition urging Chinese authorities to release artist Ai Weiwei from custody.
U.S. deputy assistant secretary Daniel Baer raised concerns about the attack in April with China’s foreign ministry, according to an official letter sent from the State Department to U.S. Rep. Rosa DeLauro (D-Conn.). Change.org obtained a copy of the letter and released it Tuesday.
The nature of those talks is still somewhat vague. The U.S. Embassy in Beijing said it had no current information on the matter and deferred to the State Department. China’s foreign ministry has yet to respond to a request for comment.
Change.org, an online petitioning platform, was the victim of a distributed denial of service (DDoS) attack originating from China on April 17. The attacks nearly brought down the site for days.
DDoS attacks can do this by using hundreds or thousands of hacked computers to drive traffic to a website. The data will become so overwhelming that the site will become inaccessible to users.
Change.org said the DDoS attacks from China continue to bring down the site intermittently. The FBI is investigating the case, said Benjamin Joffe-Walt, an editor with Change.org.

One of the world’s richest people, Bill Gates had given his blessing for Microsoft to buy Skype for $8.5 billion dollars. Actually, Bill Gates pressed other executives on the board of directors to support or back the idea of gobbling Sky which has yet to turn a profit.
Word on the street is that Bill told the Gates BBC in an interview which will be televised this weekend that he played an instrumental role in getting this deal approved by the board of directors. So this really squashes any rumors that Steve Ballmer was the force behind the deal getting approved by the executive team.

Visa Inc, the world’s largest credit and debit card processing network, is designing a digital wallet that people can use to pay for things on the Internet or with their phones instead of with traditional plastic cards.
The network said on Wednesday it is collaborating with several large U.S. and international banks to create the wallet. Its partners include US Bancorp, PNC Financial Services, Regions Financial, BB&T Corp, Toronto Dominion’s TD Bank and the U.S. arm of Barclays PLC.
The “digital wallet” will store the banks’ customers’ credit and debit card account information, both for Visa cards as well as other cards. People can use the wallet to pay for things online or in stores, Visa said.
The network will also have to convince merchants to put a new “one-click” button on their websites, so that potential customers can use their Visa digital wallets to buy things by clicking the button instead of by manually entering all of their account information every time they want to make an online purchase.
Banks, mobile phone operators and networks like Visa are all trying to gain territory in the small, but high-potential market for U.S. mobile payments. Last week Isis, a separate mobile payments venture run by three of the top four U.S. carriers, said it had modified its initial goals and was now open to working with Visa and MasterCard as it introduces its own mobile wallet.
Jim McCarthy, Visa’s head of global products, told Reuters in an interview on Wednesday that mobile payments in the United States “will more easily take off” from people using their smartphones’ browsers to buy things online.

Google is under investigation by the U.S. Department of Justice concerning practices within its advertising program, and has set aside $500 million for a potential resolution fund, the company said in a regulatory filing on Tuesday.
In its quarterly report filed with the U.S. Securities and Exchange Commission, Google said that in May it accrued $500 million for the three-month period ended March 31, 2011 in connection “with a potential resolution of an investigation by the United States Department of Justice into the use of Google advertising by certain advertisers”.
Although it cannot predict the ultimate outcome of the matter, Google said that it believes that it will not have a material adverse effect on its business, consolidated financial position, results of operations, or cash flows.
The company did not explain why the charge had been taken retrospectively on its first quarter earnings. It is also not clear to whom Google would have to make the payment in the event of settlement.
Google declined to comment, stating that it was a legal matter. The company has updated its first-quarter results press release on its web site, to reflect the new charge.

Last year the US lost the Super Computing crown to China which was assisted by a US corporation. Hating to be beat the US is not seeking to wion the crown back under a project being called Titan.
On the campus of Oak Ridge National Laboratory (ORNL) in Oak Ridge Tennessee we have gotten word that “Titan” has been commissioned by the US Department of Energy. The Supercomputer is expected to achieve speeds of 20 petaflops per second.

Visa announced Wednesday it is developing a new service that will allow U.S. customers to send money directly to one another, presenting new competition to PayPal.
Visa already lets people send money to Visa accounts in many other countries, but this will be the first time it will offer the service in the U.S.
People who use banks that participate in the new program will be able to send money directly to someone’s Visa account by entering the recipient’s Visa account number, e-mail address or mobile-phone number in an online payment form.
Visa said it has made deals with two payment companies, Fiserv and CashEdge, so that those companies can allow their customers to send money to Visa accounts. Banks offer Fiserv’s ZashPay and CashEdge’s Popmoney services to their customers for sending money to other people. The first banks are expected to make the Visa service available through CashEdge and Fiserv in the second half of the year, Visa said. It’s not clear whether Visa will offer the service on its own. The DDos hostilities began in the morning and lasted for a couple of hours.
